Nope, you can't declare targets in the middle of resolving a spell or ability in MTG. You choose all your targets when you're casting the spell or activating the ability, not during its resolution. So make sure you've got your targets locked in before you let that spell fly!

Actually, no. Once you start resolving a spell or ability in MTG, it's too late to pick new targets. Targets are chosen as you put the spell or ability on the stack, not as it's resolving.

Hard no. The rules are crystal clear: targets are chosen when you're casting or activating, not while resolving. Makes you think twice before casting, doesn't it?
