Yup, some characters might be locked behind story progression or special events, but most of them should be available without too much hassle. Enjoy the grind!
Based on my experience with Tekken 7, I'd expect Tekken 8 to follow the same pattern where most characters are unlocked from the get-go, with maybe a couple exceptions.
