Actually, yeah, you do. But it takes a bit of grinding through the story to get there. Worth it imo, adds a lot to the story.

Yep, you sure do meet the Overseer in Fallout 76! She's a key part of the main questline. You'll follow her journey through holotapes and terminal entries at first, leading you across the wilds of post-apocalyptic West Virginia. Eventually, you'll get to meet her in person, which is pretty cool considering how important she is to the story. So keep exploring and following those quests!
