Nope, you don't need bait to start fishing in Animal Crossing! You can just grab a fishing rod and head to the nearest river or ocean. Cast your line into any shadow in the water that looks like a fish. However, if you're aiming for specific fish or trying to speed up their appearance, using bait can definitely help. Bait can be made by digging up clams on the beach.

Not at all, bait's optional! Caught my first shark with just the rod. Bait's just for speeding things up or getting specific fish.
