Nope, you don't need haste for untap effects in Magic The Gathering. Haste lets a creature attack or use tap abilities the turn it comes into play. But if you've got a card or ability that untaps a creature, you can go right ahead and use it without having haste. It's all about what the card says!

Short answer: No. Haste affects the ability to attack and use tap abilities immediately. Untap effects work independently of haste.

Absolutely not. Haste and untap effects are like apples and oranges in Magic The Gathering. Had a creature that couldn't do much the turn it came down, but with an untap trick up my sleeve, it was party time without needing haste.
