Nope, you don't pay the mana cost when you suspend a card in Magic The Gathering. Suspend lets you pay an alternative cost and the card gets exiled with time counters. Then, it's cast for free when the last counter is removed!

Actually, with suspend, you're paying a different kind of cost: time. Instead of mana, you wait a number of turns equal to the time counters before casting it for free. So, in a way, yes and no.
