Nope! Toei Animation handles Dragon Ball's anime production, and Shueisha publishes the manga. Bandai just makes a lot of the awesome merchandise!

Bandai doesn't own Dragon Ball, but they work their magic on the toys and video games. Toei Animation and Shueisha have the rights.
