As someone who's read the manga and watched the anime, I'd say Camie's interactions with Midoriya are mainly playful. She's definitely taken an interest in him, but it's not clear if it's romantic or just curiosity.
From what I've seen, Camie's more playful and flirtatious rather than genuinely interested in Midoriya. Classic shonen trope, if you ask me!
