Strictly speaking, no. Game Pass and Steam are separate ecosystems. Think of them like two different amusement parks. Sure, they both have roller coasters (games), but buying a ticket (Game Pass subscription) for one doesn't get you into the other (Steam).

Nope, Game Pass doesn't directly work on the Steam Deck because it's a service from Microsoft involving Xbox/PC games not directly available through Steam. However, you can get a bit crafty by installing Windows on your Steam Deck, which then allows you to access Game Pass games.
