Actually, no. PS Plus is not needed for playing GTA itself. But for GTA Online? Absolutely. It's like wanting to swim without getting wet; can't happen.

Honestly, GTA Online is half the fun, and yes, PS Plus is a must for that. Been playing since it launched, and without PS Plus, you're missing out. Big time.
