Absolutely! When you equip Skullclamp to a creature and that creature dies, you draw two cards because of Skullclamp's ability. If that creature had a -1/-1 counter on it and was killed by Skullclamp's effect (or any other effect while equipped), Hapatra sees that death and triggers. This means you not only get to draw two cards but also get a snake token if Hapatra is on the field. It's a sweet combo for token and draw strategies!

Honestly, it's a yes and no situation. Hapatra triggers when a creature you control with a -1/-1 counter on it dies. Skullclamp can definitely help with that by killing a 1-toughness creature it's equipped to, but remember, the creature needs that -1/-1 counter for Hapatra's effect to kick in. If it's just Skullclamp doing the killing without the counters, no snakes for you.
