Kicker is an additional cost you can pay when you cast a spell, and it gives the spell an extra effect. The key thing is you gotta be casting the spell, so it doesn't matter where it's coming from. Could be your graveyard, exile, or even from the library in some wild cases. So long as you're casting it, you can kick it!

As a long-time MTG player, I can confirm that yes, kicker works outside of the hand. I've kicked spells from my graveyard more times than I can count. It's all about that casting moment. If you can cast it, you can kick it!
