Nope, it's not quite all-inclusive. The Premium Edition comes with the Kombat Pack, but you'll still need to get the Aftermath expansion for additional characters released later.

Yep! The Mortal Kombat 11 Premium Edition includes the base game and the Kombat Pack, which gives you access to six DLC characters, some skins, and gear sets.

Yeah, bought the Premium Edition myself, and it came with the Kombat Pack, but I had to buy the Aftermath expansion separately for the other DLC characters!
