Not really, skill > luck. Sure, there's some RNG in drawing cards, but good players build their decks to be consistent. It's more about how you play the hand you're dealt.

Tbh, I think the RNG adds to the strategy. Sure, drawing cards is random, but building a deck that handles that randomness is where the real skill comes in.
