Yes, but only if you don't use Adventure Sync. Otherwise, the game needs to be open and running.

If you don't want to use Adventure Sync, then yes, Pokemon GO needs to be open to hatch those eggs.

If you enable Adventure Sync, it tracks your steps even when the app is closed. I hatched so many eggs just walking to work!
