Nope, respec won't wipe out those pesky negative traits. You can reallocate your skill points, but the flaws stick with you.

Unfortunately, respec only lets you redo your skill points; the negatives aka flaws are permanent. Choose wisely!

I tried it myself – respecced my character hoping to erase those annoying flaws. Sadly, no dice. The flaws stay put! Bummer.
