Nope, the Octo Expansion is a separate DLC and isn't included with the Starter Edition. You'll need to buy it separately.

Sorry, but the Octo Expansion isn't bundled with the Starter Edition. You gotta get it on its own if you want to play as an Octoling.

Bought the Starter Edition myself, and unfortunately, the Octo Expansion isn't part of the package. Had to dig into my wallet again!
