Yep, your Steam Deck needs to be powered on and connected to the internet to download games. Just like any other device, it can't grab those new games from the cloud while it's snoozing away.

Absolutely needs to be on. Why would it download games when it's off? That's like expecting your fridge to restock itself while it's unplugged.
