Steam sure does have a game sharing feature; it's called Family Sharing. Yet, remember, not all games are sharable due to technical reasons or because some developers opt out. So, while you can share most games, you might bump into a few that don't play ball.

Yup, but it's kinda clunky. Only one person can play from the shared library at a time. If the owner checks in, you're kicked out. Not ideal, IMHO.
