Nope, Tears of the Kingdom doesn't take place in the past. It's actually a sequel to Breath of the Wild, continuing Link's adventure right where the first game left off. You're still exploring Hyrule, but with loads of new areas and challenges. Think of it as the next chapter in the story, not a flashback.
