Actually, it's less about 'making' and more about 'assembling'. The cards are mass printed on huge sheets, which get cut into individual cards. Then, machines (or sometimes, magical elves, I'm pretty sure) sort these cards into packs, making sure each pack has the right mix of card rarities. It's all about the shuffle.

Random. It's all random. Sure, there's a formula to ensure a basic structure (1 rare or mythic, 3 uncommons, and the rest commons), but beyond that, the universe decides what you get. So if you pull five mythics in a row, thank the cosmos.
