You can only cancel a PayPal transaction if it's still pending. Just go to 'Activity' and select the transaction you want to cancel, then click 'Cancel' if the option is available.
I had to cancel a PayPal payment once. As long as it was pending, I could cancel it from the 'Activity' page. If it's completed, you'll have to ask for a refund.
