Alright, here's the deal. In GTA 5, you can't officially become a cop through regular gameplay or by any in-game job applications. BUT, there's a workaround. You get yourself the cop uniform by completing the 'Cop Outfit' mission in GTA Online, and then, to really immerse yourself in the role, you can use mods (if you're on PC) like LSPDFR that lets you play as a cop - think responding to crimes, pulling over suspicious vehicles, the whole nine yards. Just remember, mods are PC only, so console players might have to stick to pretending with the uniform!
