Nope, PS4 can't run PS3 discs. Your best bet is PlayStation Plus Premium for streaming.

I really wish we could just pop a PS3 disc into the PS4, but no dice. Sony offers backward compatibility through their PlayStation Plus Premium service. I’ve tried it, and while it's not the same as owning the games, it’s a decent solution. You'll need a good internet connection, though!
