In PUBG Mobile, you can't spectate the last guy because the game ends as soon as one player or team wins.

After the final kill, the game immediately cuts to the victory screen, so spectating the last guy isn't possible.
This is just how the game is designed; once you're dead and the match ends, spectating stops.
