If you really want to delete your Skype account, you have to actually close your Microsoft account. Go to the Microsoft account closure page, sign in, and follow the instructions. Careful though, it deletes your email and other services too!
Trust me, you can't delete a Skype account directly. You gotta delete your whole Microsoft account. It's kinda drastic, but if you're sure, head to account.microsoft.com and close your account there.
