Enemy levels in Fallout 76 are pretty interesting and vary based on where you are on the map. Each region has its own level range that typically dictates the level of enemies you'll encounter. For instance, if you're fresh out of the Vault, sticking to the Forest region is wise since the enemies are lower level. As you venture into more dangerous areas like the Mire or Cranberry Bog, the enemies get tougher. Plus, the level of the enemies can also scale to some extent based on the level of the player in the area, making co-op play more balanced and solo play challenging but fair!
Gotta disagree with making everything about level scaling. Part of the fun in Fallout games is stumbling into areas that are waaay too hard and having to run away or get creative. Fallout 76 kinda takes some of that thrill away with the scaling.
