Eh, Fell Arms are basically late-game superior weapons that get stronger based on how many enemies you've defeated. Simple as that.
Fell Arms in Tales of Vesperia start weak but grow stronger the more enemies you defeat. Pretty much, the more you fight, the more OP they get!
