Females can have babies in Fallout Shelter by pairing them with a male dweller in living quarters. You just drag and drop a male dweller into the same living quarters as a female dweller, and if they hit it off, they'll run to the back room after a little flirtation. Give it some time, and soon you'll see the female dweller sporting a baby bump. Remember, you gotta have enough living space and resources to keep up with your growing Vault population!
