You can assign people to outposts by recruiting them and using the outpost management screen.
Just recruit some crew and use the outpost management screen. Trust me, it's a breeze.
First, you gotta recruit some crew members. Once you've done that, you can go to your outpost terminal, select 'manage outpost,' and assign them from there. Easy peasy!
