From my experience, the easiest way was through the PlayStation website. Log in, go to Account Settings -> PSN Profile, and change the picture. Voila!

You can also change your PSN profile picture using the PlayStation App on your phone. Just go to your profile, tap Edit, and change the picture. Super simple!
