You can change your race in Blox Fruits by talking to the NPC called Tashi located at the Trial of the Moon in the Second Sea. Just make sure you have a Race Change before you go!
If you're in the Second Sea, talk to Norp at the Café after buying a Race Change from the Blox Fruit Dealer. Done deal!
