You gotta disable the Precursor Gun by curing yourself of the alien infection. Find and hatch the Sea Emperor Leviathan eggs to get the enzyme!

First, get cured of the Kharaa infection by using the enzymes from the Sea Emperor's babies, then head to the Quarantine Enforcement Platform and interact with the control panel.
