You'll need to go to your Profile menu. Once there, select the Mastery Rank Up option and follow the instructions.

Mastery tests unlock at the Mastery Rank Up screen. Hit 'ESC,' go to 'Profile,' then 'Mastery Rank Up!' Follow the prompts.
