Use the Group Funds feature! Your friend needs to have a group, and you can donate Robux to the group's funds. They can then distribute it as needed.
Just ask your friend to create a donation shirt or game pass. Buy it from their profile, and they'll get the Robux (after some deductions by Roblox).
You can't directly transfer Robux to anyone. The best workaround is to have the recipient create and sell an item that you can purchase.
