The Habitat Builder is your best friend for this. Once you have it, just select the Aquarium from the interior modules section.

Look in the blueprints you have at the Fabricator. If you've scanned a Fragment, you should have the recipe for the Aquarium!

You can craft the Aquarium by using 2 Glass and 1 Titanium at the Habitat Builder. It's great for storing small fish!
