Try running away to put some distance between you and the enemies. They'll eventually lose interest if you get far enough.
From my experience, the quickest way is to use a jetpack to get to higher ground or harder-to-reach places. Enemies usually can't follow you.
Quick tip: fast travel to another location to instantly get out of combat. Just make sure you're not taking any hits while you do it.
If all else fails, just reload your last save. It's a bit of a cheat, but works every time!
