To unlock terraforming in Animal Crossing, you've gotta put in some work, my friend! First, you need to upgrade Resident Services from a tent to a building. Then, work on getting KK Slider to visit your island, which you can achieve by increasing your island's star rating. Once KK has performed his concert, Tom Nook will hook you up with the Island Designer app, and voila, you're ready to start terraforming!
