To get to Waterfall in Undertale, you need to pass through Snowdin, defeat or befriend Papyrus, then take the exit from Snowdin Town. You'll find yourself in the Waterfall area shortly after.

You gotta go through Snowdin first, deal with Papyrus, and then it's a short walk to Waterfall. Easy peasy!
