You can invite a survivor by finding an enclave on the map and building good relations with them. Do a few missions for them and they鈥檒l be asking to join you in no time.
Head to your base's command center and use the radio feature to find new survivors. It costs some Influence, but it's worth every penny!
Just go to the radio and call for new survivors. It's as simple as that!
