Short answer: Rockstar Games Social Club website -> Sign in -> Crews section -> Create a crew. Boom, you're a boss now.

Making a crew in GTA 5 is like starting your own virtual gang - but legally, you know? First, head over to the Rockstar Games Social Club website.
