Forward any suspicious emails to spoof@paypal.com. They take this stuff seriously and will look into it ASAP.
I had to report fraud once through PayPal. Pro tip: Change your password immediately after reporting!
Just contact PayPal's customer support through the Help Center and provide all details about the suspicious activity. They'll take it from there.
