Freddy Krueger was available as a DLC character in Mortal Kombat 9 (2011). If you didn't get him back then, your best bet is to look for the 'Komplete Edition' which includes all DLCs.
TL;DR: Freddy Krueger is not in MK11, was only in MK9 as DLC.
Bought the Komplete Edition of Mortal Kombat 9 back in the day, got Freddy Krueger included! Check second-hand game stores or digital downloads for the version that has all DLCs.
