Unlocking metal walls in Fallout 76 requires you to get your hands on the Metal Walls plans. You can find these plans at various vendor locations or by completing events that reward C.A.M.P. items. Vendors that might have these plans include the Watoga Shopping Plaza or the vendor in Harper's Ferry. Keep an eye on your Caps, though. These plans aren't free!
Tbh, just trade with other players. Someone's bound to have spare Metal Walls plans they're willing to part with. Much faster than hunting down vendors.
