Power levels in Dragon Ball, also known as Scouter readings, measure a character's battle power. They are often absurdly high, and you might hear things like 'Over 9000!' as a result.

Forget power levels; it's all about transformations! Super Saiyan, anyone?

Power levels are kind of like the hype-o-meter for how strong a character is. They give a rough idea, but by the time you get to Dragon Ball Z, they become almost meaningless because everyone's so ridiculously strong.
