You need a crib and a strong relationship! Partners or higher can tap on the crib and select 'Add Baby.'

First, your Sims need to be at least at the Partner level in their relationship. Then, buy a crib from the Home Store and place it in their house. Tap on the crib and select 'Add Baby' to start the process. Easy peasy!
