Focus on learning his patterns. Once you recognize his attack cycle, dodging and counter-attacking becomes much easier. Trust me, practice makes perfect!
Use a lot of blocking and dodging to avoid his heavy attacks, then counter with your strongest combos. Also, save your X-Ray move for when he's vulnerable!
Honestly, use Scorpion. His teleportation makes dodging Shinnok's ranged attacks a breeze and lets you get in close for heavy damage.
