You can cancel a pre-order on PSN by going to the 'Transaction Management' section in your account settings on the PlayStation Network website. Look for your pre-order there and hit 'Cancel.'

You actually need to contact PlayStation Support to cancel a pre-order. Give them a call or chat with them online, and they'll sort it out for you.
