To cross the barrier in Undertale neutral, you need to collect six human souls. When you're at the end of the game, you'll face King Asgore, who has the souls you need. Defeat him, and the barrier will break!
In the neutral route, you have to fight King Asgore. Once you battle and defeat him, Flowey will appear and mess things up, but ultimately, you break the barrier.
Having tried this myself, the key is defeating King Asgore. After the fight, Flowey will take the human souls and it gets a bit chaotic, but this will still lead you to crossing the barrier in the neutral route.
