If you're using the app, you won't find the option there; it's only available on a browser. Go to Instagram's website, navigate to the 'Delete Your Account' page, follow the prompts, and you're done!
Why delete? Just deactivate! Head to the 'Edit Profile' section in settings and select 'Temporarily disable my account.' It's a spa day for your social media life.
